Carbon Black Survives Assault Ban in New York State

Extended Producer Responsibility (EPR) legislation once again failed to pass the New York State Legislature. While the legislation passed the state Senate, it was not voted on in the Assembly before the legislature adjourned for the year. Therefore, EPR will not be enacted in New York state in 2024. Earlier this year, PRINTING United Alliance reported that the legislature was considering an EPR program for packaging that would have set requirements for packaging reduction, incorporation of recycled content, and a ban on the use of certain toxic chemicals that included the use of carbon black-based materials such as black printing inks. -

The Pregnancy Workers Fairness Act Regulation Goes Into Effect

The Pregnancy Workers Fairness Act (PWFA) was passed in June 2023, to fill the gaps between federal, state, and local law with the goal of providing greater protection to pregnant and postpartum employees. While the law was immediately effective, an implementing regulation was necessary to provide additional direction on compliance. The Equal Employment Opportunity Commission (EEOC) issued the regulation in April 2024 and it will go into effect on June 18, 2024. -
EEOC Issues Harassment Enforcement Guidelines Triggering Lawsuits

The Equal Employment Opportunity Commission (EEOC) issued new “Enforcement Guidance on Harassment in the Workplace” (Enforcement Guidance) to provide clarity on what constitutes workplace harassment. The Enforcement Guidance was issued on April 29, 2024, and was effective immediately upon its issuance.
