On April 4, 2024, the U.S. Environmental Protection Agency (EPA) formally denied a request from the Washington State Department of Ecology (Ecology) to reduce allowable inadvertent polychlorinated biphenyls (iPCBs) limits in consumer products. Ecology petitioned EPA three months ago in January of 2024 as a result of a bill passed last year requiring Ecology to petition the EPA to reexamine the federal PCB limits under the Toxic Substances Control Act (TSCA).

WASHINGTON – The U.S. Government Publishing Office (GPO) has added historical volumes of the United States Statutes at Large (Statutes at Large) to GovInfo, the one-stop site for authentic, published information for all three branches of the Federal Government. The newly added Volumes 1–64 (1789–1950) date back to 1789 and include the text of the Declaration of Independence, Articles of Confederation, the Constitution, amendments to the Constitution, treaties with Indians and foreign nations, presidential proclamations, and treaties and international agreements approved by the Senate. GPO added these Volumes to the previously existing collection covering the years 1951–2018. The entire Statutes at Large collection now covers 1789–2018 (1st–115th Congresses).

In March of 2024, the SEC approved its final rule after almost two years since the initial proposal, while California got ahead of the game and enacted SB 253 and SB 261 in October of 2023 as part of the state’s larger Climate Accountability Package.

WASHINGTON − The U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern presented GPO’s FY 2025 appropriations request before the U.S. House Subcommittee on Legislative Branch Appropriations. Director Halpern requested appropriations in the amount of $136,089,000, a 3.1 percent increase over GPO’s FY 2024 appropriation. Direct appropriations represent only about 10 percent of GPO’s total projected revenue for FY 2025 of $1.3 billion.

The Occupational Health & Safety Administration (OSHA) has finalized one its most controversial rules about who may accompany OSHA officials during worksite inspections. The revised rule has the potential to dramatically change the dynamics associated with OSHA inspections. Due to the significant resistance by the regulated community to the proposed rule, which included PRINTING United Alliance, there is a likelihood that the rule will be challenged in federal court and may put the effective date on hold pending the outcome of the lawsuits.

April 9, 2024, Gujarat, India—TOYO INK INDIA PVT. LTD., a member of the Japan-based chemicals manufacturer artience group (formerly Toyo Ink Group), today announced plans to expand its production capacity for solvent-based adhesives at its manufacturing site in Gujarat, India. A new production facility will be built on-site at the Gujarat plant as part of expansion to meet rising local demand. The plant is slated to begin operations in April 2026 and will help to boost the Gujarat site’s adhesive capacity by 3.5 times its current output.
