On June 28, 2024, the United States Supreme Court issued a monumental decision in the Loper Bright Enterprises v. Raimondo (Loper) case that has overturned a forty-year-old approach of how many regulations were developed and enforced. The Court held that federal agencies were no longer granted wide discretion to interpret the laws that Congress passes and which the agencies are directed to enforce.

WASHINGTON − U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern has named David (Dave) Spiers as Managing Director, Security and Intelligent Documents (SID). In this capacity, Spiers will lead the GPO business unit that designs, prints, personalizes, and delivers Secure Federal Credentials for many Government Agencies, which includes the U.S. passport for the U.S. Department of State. David (Dave) Ford previously led SID and will continue to support the business unit by managing SID budgets and finances.
