There are times in the regulatory rule development process where opportunities arise that allow for rules to be made that can have an impact for decades to come. The printing industry just experienced one of those moments with the recent changes to South Coast Air Quality Management District’s (SCAQMD) Rule 1171. The rule sets limits on volatile organic compounds (VOC) to control emissions for cleaning solvents.

On June 20, 2025, Maine Governor Janet Mills signed LD 1423, legislation updating the state’s packaging extended producer responsibility (EPR) law passed in 2021. Known as An Act to Improve Recycling by Updating the Stewardship Program for Packaging, it clarifies definitions for producers and producer exemptions, postconsumer recycled material, toxicity and more.

On June 16, 2025, PRINTING United Alliance, a member of the Tariff Reform Coalition, joined an industry associations letter urging the Department of Commerce to improve the Section 232 Steel and Aluminum Tariff Inclusions implementation process in order to minimize unintended consequences. The Section 232 inclusions process allows for the addition of new derivative articles under the existing steel and aluminum tariffs.

The One Big Beautiful Bill (OBBB) (H.R. 1) is under consideration by the Senate after passing the House on May 22, 2025 by a vote of 215-214. President Donald Trump has set a goal of signing the bill by July 4, 2025. Why is this important to the printing industry? Because within the OBBB are key provisions that will benefit print service providers and boost economic growth.
