The National Labor Relations Board (NLRB) on October 25, 2023, issued the final rule setting out the Joint Employer Standard under the National Labor Relations Act (NLRA), which will go into effect on December 26, 2023. The Joint Employer Standard determines when a company is considered an employer of workers who may not have been hired by the company and are not on the company payroll.

On October 30, on the eve of the world’s first Artificial Intelligence (AI) Safety Summit in the U.K., President Biden signed an ambitious, 111-page Executive Order (EO) on safe, secure, and trustworthy artificial intelligence. On November 3, the House passed a $14.3 billion Republican-led aid package to Israel. The bill passed 226-196, with 12 Democrats voting for it and two Republicans voting against. It faces little chance of becoming law, however, with Senate Majority Leader Chuck Schumer (D-NY) saying he won't take it up and the White House threatening to veto it.
