Washington, DC is a pretty jaded place where information is a key currency, thus true surprises don’t happen on Capitol Hill very often. That’s why everyone from key Senate and House lawmakers to business and industry advocacy professionals to environmental NGOs – all of whom were planning to ease into the August recess following the well-hyped bipartisan passage of the CHIPS and Science Act – were blind-sided on July 27 with a major legislative announcement: a Schumer-Manchin agreement to forward (fast) on a big ticket, Democrat-only tax, health care and energy/environment deal known as the Inflation Reduction Act of 2022.
