Summary:

Paper stock commonly termed waste paper is an important raw material to the paper industry and is a factor in the national well-being, both during peace and during war. The current consumption of waste paper at the rate of approximately 8 1/2 million tons per year is equivalent to about 14 million cords of pulpwood. Waste paper can therefore be termed an important natural resource. Various modifiers and additives now commonly used in paper manufacture along with new inks, varnishes, and other coatings added to the paper by the printing industry have made it more difficult to reuse waste paper stock. The segregation of waste papers is urged to reduce these problems. The advantage offered to the printer is an increase in the value of his waste paper.
