Ventura Air District Air Pollution Control Regulations

Rule 74.19.1, Screen Printing, applies to all operations in the District that emit more than 200 pounds of volatile organic compounds per rolling 12 months. Those facilities engaged in the production of electronic circuits are exempt. 

Facilities that do emit more than facility which emits more than 200 pounds of reactive organic compounds (also referred to as VOCs) per rolling period of 12 consecutive calendar months from the use of screen printing materials must use materials that meet the following ROC content limits:

Printing Ink:  400 grams/liter
Coating:  400 grams/liter
Adhesive: 400 grams/liter
Metallic Inks:  600 grams/liter
Resists:  600 grams/liter
Extreme Performance Inks and Coatings:  800 grams/liter

Facilities also need to comply with the District’s solvent cleaning limitations:
Surface Preparation:  200 grams/liter
Clean Up:  200 grams/liter
Spotting Fluid:  400 grams/liter

Application Equipment Cleaning
Process Cleaning:  1070 grams/liter
Ink Removal:  950 grams/liter

Application Equipment Cleaning has been defined as the removal of coating, adhesive or ink from application equipment.

Ink Removal has been defined as the final cleaning of application equipment prior to color change or storage of the application equipment.
