Ontario Adopts EPR For Packaging

The province of Ontario is shifting the costs of its EPR program – from municipal taxpayers to producers of products and packaging collected through its Blue Box Program. The province is in the process of developing a regulatory structure that will support the new producer responsibility framework. It is expected that the program, administered by the province’s Ministry of Environment, Conservation and Parks, will be more consistent. It is anticipated that the Blue Box Program will transition to EPR in phases over a three-year period, with the first transfer taking place in Jan. 2023.

PRINTING United Alliance Criticizes Washington State Draft Plan to Regulate Ink

The Washington Department of Ecology (DoE) released a draft report recommending developing a regulation to reduce the amount of inadvertent polychlorinated biphenyls (iPCBs) found in four color process inks used by the printing industry. The DoE’s recommendation was contained in its latest draft report to the legislature. The report to the legislature details the efforts DoE plans to take implementing the requirements of the state’s Safer Products for Washington, passed in 2019.

New York HERO Act Adopted as Emergency Rule

On January 19, 2022, the New York State’s Department of Labor (NYSDOL) adopted the current emergency regulations as an emergency rule. The rule has a backdated effective date of January 1, 2022.
